The Leicestershire and Rutland NHS Procurement Partnership was formed on 1 April 2002. It is a shared service acting on behalf of Leicestershire Partnership NHS Trust (LPT), NHS Leicester City, NHS Leicestershire County & Rutland and part of the East Midlands Strategic Health Authority.

The NHS Procurement Partnership influences spend of approximately £250m on goods and services each year. Trust Standing Orders and Standing Financial Instructions strictly control the procedure in awarding contracts valued above individual Trust threshold limits and European Directives.
On 1 January 2010 the financial thresholds governing when the EC Procurement Rules apply to NHS bodies procuring services, supplies and works changed to the following amounts:
- Supplies Contracts: £113,057
- Works Contracts: £4,348,350
- The thresholds are net of VAT.
